Removes federal funding and other miscellaneous payments as sources for the Arkansas Healthcare Transparency Initiative Fund, replacing them with subscription fees or payments made by third parties to the State Insurance Department for data access.

Expands the legislative intent of the Arkansas Healthcare Transparency Initiative to explicitly include supporting decisions by the State Insurance Department to regulate the business of insurance.

Adds "managed care organization" to the list of entities defined as submitting entities and clarifies that state-administered health benefit plans managed by managed care organizations are included regardless of whether the organization had 2,000 covered individuals.

Corrects a reference date in the definition of excluded employee welfare benefit plans from January 1, 2107 to January 1, 2107 (maintains the stated date).

Adds a representative from the Arkansas Biosciences Institute as an ex officio member of the Arkansas Healthcare Transparency Initiative Board.
