Amends Arkansas Code § 2-40-808(b) to allow proof of negative equine infectious anemia tests through the original test record document, official electronic copies as defined by the commission, or other forms prescribed by the commission

Amends Arkansas Code § 2-40-819(a)(1)(B) to permit the same three alternative methods for demonstrating negative equine infectious anemia test results for change of ownership transactions

Amends Arkansas Code § 2-40-820(b) to allow the three alternative verification methods for equidae movement through approved markets

Amends Arkansas Code § 2-40-821(b) to permit the three alternative verification methods for equidae participating in equine activities

Removes prior language prohibiting photocopies and VS Form 10-11 forms from being accepted as official test records across all four sections
