Adds Arkansas Code Title 11, Chapter 2, Section 11-2-125 to define the relationship between franchisors and franchisees

Defines "franchise" as a continuing commercial relationship where the franchisor controls or assists the franchisee's operations and the franchisee makes required payments to the franchisor or its affiliate

Defines "franchisee," "franchisor," and "subfranchisor" for purposes of Arkansas employment law

Establishes that neither a franchisee nor a franchisee's employee shall be deemed an employee of the franchisor or subfranchisor, regardless of any voluntary agreement with the U.S. Department of Labor
