Increases the additional fine for criminal offenses committed against or in the presence of a child from $25 to $100, applied to 19 categories of violent crimes and crimes against children.

Expands the definition of "child" from under 16 years of age to under 18 years of age for purposes of these additional fines.

Creates the Arkansas Children's Advocacy Center Fund to receive all fines collected under this section and related traffic violation fines, to be used by the Arkansas Child Abuse/Rape/Domestic Violence Commission.

Imposes a $5 additional fine for reckless driving or speeding over 20 mph when a person under 18 is a passenger in the vehicle, with fines directed to the Arkansas Children's Advocacy Center Fund.

Requires law enforcement electronic citations to indicate whether a person under 18 was present at the time of a traffic violation.
