Prohibits dispensaries from selling marijuana paraphernalia that requires combustion, including pipes, water pipes, bongs, chillums, rolling papers, and roach clips.

Requires dispensaries to make marijuana vaporizers available for sale to qualifying patients.

Mandates dispensaries provide educational materials about medical marijuana ingestion methods, including warnings about health risks of smoking and information about vaporizing benefits.

Requires each dispensary to appoint a licensed pharmacist consultant who must register as a dispensary agent and provide staff training at least annually on patient information guidelines, substance abuse recognition, and refusal procedures.

Pharmacist consultants must develop patient education materials covering side effects, contraindications, drug interactions, administration methods, and symptom documentation systems, and remain accessible by phone and video conference during operating hours.

Protects pharmacists from arrest, prosecution, or disciplinary action by the Arkansas State Board of Pharmacy for performing duties as a pharmacist consultant for a registered dispensary.
