Creates new § 7-11-304 establishing uniform dates for special elections: if held during a year with a preferential primary or general election, they must coincide with that election; otherwise, elections must be held on the Tuesday after the first Monday in May or November.

Requires proclamations calling special elections to be filed at least 75 days before the election date, with exceptions for emergency special elections involving court interpretations, natural disasters, or imminent public health/safety dangers.

Allows emergency special elections on dates other than those specified if a delay would cause substantial hardship to the governing entity, provided the emergency meets specific statutory criteria.

Amends multiple Arkansas Code sections referencing school elections, community college elections, and various local special elections to conform election dates to the new § 7-11-304 framework.

Makes the act effective contingent upon sufficient appropriation, funding, and implementation of adequate and updated voting equipment throughout Arkansas counties.
