Prohibits legislators from appearing for compensation before state government (General Assembly members), county government (quorum court members), municipal government (city council/board members), and school district boards of directors

Exempts judicial proceedings, adversarial hearings, proceedings with recorded records, public record appearances, ministerial actions, and constituent service without compensation from the prohibition

Requires legislators making public record appearances to file written statements within 24 hours (or provide telephonic notice if unable to file before the meeting) or file quarterly statements with the relevant agency head identifying the client and describing the action sought

Prohibits General Assembly members from receiving compensation for lobbying other members of the General Assembly through direct communication or solicitation designed to influence legislative action

Prohibits General Assembly members from appearing as attorneys or consultants before either house of the General Assembly, committees or task forces of either house, or joint committees or task forces of the General Assembly
