Amends Arkansas Code § 14-54-1411 to clarify that municipalities cannot regulate firearms ownership, transfer, transportation, carrying, or possession except as permitted under state or federal law or by the new local option provision.

Creates new Arkansas Code § 14-54-1412 allowing municipalities to hold a referendum during regular biennial November general elections asking voters whether to specifically prohibit open possession of handguns in public.

Permits municipalities to pass an ordinance prohibiting open handgun possession if voters approve the measure, with violations treated as separate and distinct from state law violations under § 5-73-120.

Requires municipalities holding local option elections to bear all costs of placing the measure on the ballot and to post notice at all roadway entrances stating that open handgun possession is prohibited, including the ordinance citation and applicable penalty.

Preserves the state's authority to arrest and prosecute violations of § 5-73-120 and does not prevent the state from bringing suits against firearm manufacturers or dealers.
