Adds transfers from the Arkansas Healthy Century Trust Fund to the Arkansas Medicaid Program Trust Fund as an allowable use of Medicaid trust fund monies under Arkansas Code § 19-5-985(b)(1).

Allows principal amounts in the Arkansas Healthy Century Trust Fund to be transferred to the Arkansas Medicaid Program Trust Fund upon request of the Department of Human Services with approval of the Chief Fiscal Officer and either the Legislative Council or Joint Budget Committee.

Specifies that Arkansas Healthy Century Trust Fund principal should not be appropriated without amendment of the public trust.

Includes a nonseverability clause providing that if the Legislative Council or Joint Budget Committee approval requirement is ruled unconstitutional, the entire act becomes void.
