AR SB770

Creates the Arkansas Motorboat Registration and Titling Act establishing a comprehensive titling system for motorboats manufactured on and after January 1, 2018, administered by the Office of Motor Vehicle.

Requires motorboat owners to obtain certificates of title in addition to certificates of number, with application fees of $8.00 and certificate fees of $2.00 per motorboat.

Establishes procedures for lien recording, transfer of ownership, duplicate titles, and certificates of title with beneficiary designations allowing transfer-on-death to a named individual.

Requires hull identification number verification for motorboats with salvage, prior salvage, damaged, prior damaged, junked, or nonrepairable designations from other states, with verification fees up to $25.00.

Imposes penalties including Class A and Class C misdemeanors for operating unregistered or untitled motorboats, failure to transfer titles properly, and dealer violations of title retention requirements.
