Amends Arkansas Code § 6-60-205 to qualify veterans, military personnel, and their dependents for in-state tuition at state-supported institutions of higher education, trade schools, and vocational schools regardless of residence.

Extends in-state tuition eligibility to veterans who received an honorable discharge after at least 90 days of active duty in the United States Armed Forces within 3 years before enrollment.

Qualifies dependents of eligible veterans, current members of the United States Armed Forces, and spouses of active-duty members for in-state tuition classification.

Adds Reserve Officers' Training Corps (ROTC) cadets with an executed United States Armed Forces service contract as eligible for in-state tuition benefits.

Applies in-state tuition classification to all programs of study, including distance learning programs.
