Adds definition of "waiver of confidentiality" as a release of confidential information from a completed child maltreatment investigation signed by all report subjects and the information custodian.

Permits subjects of child maltreatment reports to subsequently disclose information or execute waivers of confidentiality, amending multiple sections of the Child Maltreatment Act.

Restricts disclosure of pending child maltreatment investigations to individual legislators and staff, prohibiting disclosure to committees or legislative bodies.

Allows disclosure to committees or legislative bodies of true investigative determinations only if a waiver of confidentiality is obtained and the disclosure does not identify reporters or jeopardize criminal, administrative, or civil proceedings.

Applies waiver of confidentiality provisions to true reports, screened-out reports, and unsubstantiated reports in the central registry.
