Establishes a maximum of 36 regular employees for the Assessment Coordination Department for fiscal year 2017-2018, including 1 director at $107,934 annually and various coordinator and analyst positions.

Appropriates $3,331,436 from the Miscellaneous Agencies Fund for state operations, including $1,711,582 for regular salaries, $585,245 for personal services matching, $622,240 for operating expenses, $200,000 for assessor's school, and $150,000 for assessment education incentive.

Appropriates $55,000 from the cash fund and $60,000 from the County Assessors' Continuing Education Trust Fund for operating expenses and professional fees.

Appropriates $15,750,000 from the Arkansas Real Property Reappraisal Fund for paying counties and professional reappraisal companies, with funding capped at $7 per parcel per year for actual appraisal costs.

Authorizes monthly fund transfers from the Department of Education Public School Fund (76%), County Aid Fund (16%), and Municipal Aid Fund (8%) to the Reappraisal Fund, not to exceed $14,250,000 annually, and allows the department director to transfer up to $1,500,000 from state operations to the Reappraisal Fund.
