Establishes 12 regular employee positions for the Arkansas Fair Housing Commission for fiscal year 2017-2018, including 1 director, 1 administrative services manager, 1 chief investigator, 5 investigators, and 4 support staff positions.

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,209,852 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $503,054 for regular salaries, $40,000 for extra help, $175,892 for personal services matching, and $490,906 for maintenance, operations, conferences, travel, professional fees, and public education.

Appropriates an additional $170,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses, with authorization to transfer up to $8,000 annually from operating expenses to promotional items for educational needs.

Effective July 1, 2017 and declared an emergency due to constitutional restrictions on multi-year appropriations.
