Authorizes 55 regular employees across 20 job classifications, including 1 CLEST Director at $87,634 annually, 4 ALETA Training Supervisors, 13 ALETA Training Instructors, and various support staff positions.

Appropriates $380,000 from cash funds for Special Training - Cash operating expenses ($330,000) and capital outlay ($50,000).

Appropriates $265,297 from the Miscellaneous Agencies Fund Account for 911 Training & Education operations and equipment.

Provides $25,000 from the Fallen Law Enforcement Officers' Beneficiary Fund and $75,000 from the Miscellaneous Agencies Fund Account for grants to support beneficiaries of fallen law enforcement officers; allocates $1,200,000 for general operations revenue.
