• Establishes joint rules governing operations of the Arkansas Senate and House of Representatives for the 91st General Assembly, including procedures for joint sessions, bill presentation, and enrollment

• Requires all bills contain only one subject expressed in the title, with strikethrough for deleted language and underlining for new language added to existing law

• Sets bill introduction deadlines: appropriation bills by the 50th day of regular session and other bills by the 55th day, except with two-thirds approval; bills affecting retirement systems must be introduced by the 15th day

• Mandates bills be prepared using an automated bill preparation system developed by the Bureau of Legislative Research with security features and electronic tracking capabilities
