SJR 2 Summary

• Applies to Congress under Article V to call a convention of states limited to proposing amendments imposing fiscal restraints on federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

• Directs the Secretary of the Senate to transmit copies of this application to federal leaders and state legislatures, requesting cooperation.

• Constitutes a continuing application that remains valid until legislatures of at least two-thirds of states have made similar applications.

• Limits convention to specified topics only and explicitly prohibits any amendment that would modify, amend, or repeal provisions of the Bill of Rights; application becomes void if used to consider Bill of Rights changes.

• Reserves states' exclusive authority to name delegates, establishes one-state-one-vote basis for the convention, and allows the General Assembly to provide further instructions to or recall its delegates for breach of duty.
