Proposes a constitutional amendment to Article 14, Section 1 of the Arkansas Constitution requiring both the state and public school districts to maintain a general, suitable, and efficient system of free public schools.

Expands eligibility for public school services to include persons residing within the school district and other persons deemed eligible to attend, as determined by law.

Authorizes the General Assembly and public school districts to spend public funds for the education of persons over 21 years of age and under 6 years of age, in addition to existing constitutional or statutory provisions.

Specifies that maintaining a general, suitable, and efficient system of free public schools and General Assembly supervision of public schools under Article 14, Section 4 shall not violate the Constitution, including Article 2.

Requires submission of the amendment to state electors at the next general election for Representatives and Senators, becoming effective upon majority voter approval.
