Proposes a constitutional amendment to be submitted to Arkansas voters at the next general election for approval or rejection.

Establishes the General Assembly as the sole and exclusive evaluator of whether Arkansas's free public school system meets constitutional requirements under Article 14, Section 1 and Article 2 of the state constitution.

Preserves existing constitutional language requiring the state to maintain a general, suitable, and efficient system of free public schools.

Authorizes the General Assembly and/or public school districts to spend public funds for education of persons over 21 years of age and under 6 years of age, as provided by law.

Sets the ballot title and popular name for the amendment as "A Proposed Constitutional Amendment Providing that the General Assembly Shall Be the Sole and Exclusive Evaluator of Whether the System of Free Public Schools Satisfies the Requirements of the Arkansas Constitution."
