Requires voters voting in person to present valid government-issued photographic identification before receiving a ballot, with specific types to be established by the General Assembly.

Mandates the State of Arkansas issue photographic identification at no charge to eligible voters who lack the required identification.

Permits voters unable to present government-issued photographic identification to vote a provisional ballot, which is counted only if the voter subsequently certifies it as provided by law.

Allows the General Assembly to provide exceptions to the photographic identification requirement by law.

Proposes amendment to Arkansas Constitution Article 3, § 1, subject to voter approval at the next general election.
