The Arkansas General Assembly urges the United States Congress to propose a constitutional amendment declaring that every human being from the moment of conception is a person entitled to the right to life.

The proposed amendment would prohibit the United States and any state from depriving any human being from the moment of conception of life without due process of law.

The proposed amendment would prohibit the United States and any state from denying any human being from the moment of conception equal protection of the law within their jurisdiction.

Copies of the joint resolution must be delivered to the President, Congress leadership, all Arkansas congressional delegation members, and presiding officers of state legislatures in all 50 states.
