The 91st General Assembly has already referred two proposed constitutional amendments to state electors and seeks to consider a third amendment.

Section 19(C) of the Joint Rules requires that a third proposed constitutional amendment receive approval by a two-thirds affirmative vote of members elected to each house before consideration or voting.

Representative Gillam is authorized to pursue consideration of HJR 1003 as a third proposed constitutional amendment for referral to state electors for approval or rejection.

Senator E. Williams is authorized to pursue consideration of HJR 1003 if the joint resolution comes before the Senate for consideration.
