Amends Rule 14 of the Arkansas Senate rules to add new restrictions on insurance mandate bills during the 91st General Assembly regular session.

Requires all bills creating or requiring new insurance mandates to be introduced within the first 15 calendar days of a regular session, with any later introduction requiring a three-fourths vote of both houses for approval.

Mandates that insurance mandate bills cannot be considered in committee or on the Senate floor unless accompanied by a fiscal impact statement addressing impacts to state revenues, state employee plans, and worker's compensation.

Requires insurance mandate bills to include an analysis of applicable medical evidence and peer-reviewed literature on clinical effectiveness, with literature sourced from the National Library of Medicine of the National Institutes of Health.
