Integrates and consolidates three separate 2017 acts (Nos. 207, 312, and 1108) that independently amended Arkansas Constitution, Article 19, § 30, by restating their provisions in a coherent, cohesive manner

Amends the definitions section of Article 19, § 30(b) to incorporate provisions from all three acts, including definitions of administrative action, gift, governmental body, income, legislative action, lobbyist, public servant, and recognized political party

Supersedes conflicting or substantively duplicative language from Acts 2017, Nos. 207, 312, and 1108 while preserving their emergency clauses, effective date clauses, and any sections not included in this act

Addresses legal uncertainty regarding whether the Arkansas Code Revision Commission may make technical corrections to constitutional amendments under existing statutes

Declares an emergency and becomes effective on July 31, 2017, to avoid confusion and ensure consistent interpretation of Article 19, § 30
