Prohibits development of technology for a state-based platform for the individual health insurance marketplace and removes language requiring board approval for establishment of such a platform.

Transfers oversight of the Arkansas Health Insurance Marketplace from the Arkansas Health Insurance Marketplace Legislative Oversight Committee to the Legislative Council.

Repeals Arkansas Code § 10-3-2701, which established the Arkansas Health Insurance Marketplace Legislative Oversight Committee.

Requires the Legislative Council to review marketplace operations, programs, finances, and approaches used by other states, then report findings and recommendations to the General Assembly by December 15 annually.

Mandates the Arkansas Health Insurance Marketplace provide annual financial reports to the Legislative Council detailing assessment fees collected, administrative costs, and other budgetary matters.
