Integrates and consolidates three separate 2017 acts (Nos. 207, 312, and 1108) that independently amended Arkansas Constitution, Article 19, § 30 to create coherent, unified language.

Amends Article 19, § 30(b) to restate definitions applicable to ethics and conflict of interest provisions, including "administrative action," "gift," "governmental body," "lobbyist," "public official," and "recognized political party."

Supersedes conflicting or duplicative provisions from Acts 2017, Nos. 207, 312, and 1108 while preserving emergency clauses, effective dates, and sections not included in this act.

Declares an emergency to avoid confusion and difficulties in interpreting and citing the constitutional section, with effectiveness date of July 31, 2017, matching Acts 2017, Nos. 207 and 1108.
