Appropriates $931,830 to the Arkansas House of Representatives for fiscal year 2017-2018, payable from the Constitutional Officers Fund, consisting of $100,000 for employee salaries, $28,500 for personal services matching, and $803,330 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriation items if they determine any item is not needed for its designated purpose, with certification to the State Auditor.

Permits unexpended appropriation balances after legislative session adjournment to be used for interim operating expenses of House offices and for member per diem and expenses if the Speaker determines House member presence is needed between legislative sessions.

Requires the Speaker and Chief of Staff to meet in June each fiscal year to determine actual employee salaries beginning July 1, based on performance evaluations of the Chief of Staff and other employees.

Declares an emergency effective immediately, as the Fiscal Session convenes on February 12, 2018, and expenses must be paid when services are provided.
