Appropriates $795,000 to the Auditor of State from the Constitutional Officers Fund for fiscal year 2018-2019, including $350,000 for special and recalled judges for circuit courts, $400,000 for trial judges expenses, and $45,000 for district judges travel expense reimbursement.

Appropriates $368,000 to the Arkansas House of Representatives from the Constitutional Officers Fund for interim expense reimbursements to Representatives for fiscal year 2018-2019.

Appropriates $200,000 to the Arkansas Senate from the Constitutional Officers Fund for interim expense reimbursements to Senators for fiscal year 2018-2019.

Designates the Auditor of State, Secretary of the Senate, and House Chief of Staff (or designee) as disbursing officers for their respective appropriated funds.

Becomes effective July 1, 2018, and requires all fund disbursements to comply with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.
