Appropriates $4,017,914 to the Department of Finance and Administration - Medical Marijuana Commission for fiscal year ending June 30, 2019, payable from the Medical Marijuana Commission Fund.

Establishes 5 maximum regular employees for the Commission: 1 Director (GS13), 1 Attorney Specialist (GS11), 1 Administrative Analyst (GS06), and 2 Administrative Specialists III (GS04).

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriation includes $287,433 for regular salaries, $80,481 for personal services matching, $140,000 for maintenance and general operations, $1,500,000 for refunds/reimbursements, and $2,000,000 for contingency.

Grants Chief Fiscal Officer authority to transfer funds from the contingency appropriation to the Alcoholic Beverage Control Division, Department of Health, and other state agencies for implementation and enforcement of the Arkansas Medical Marijuana Amendment of 2016.
