Establishes 14 maximum regular employees for the Department of Finance and Administration - Alcoholic Beverage Control Division for fiscal year 2018-2019, including 1 director (GS15), 3 attorney specialists (GS11), 2 administrative analysts (GS06), and support staff at various grades.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates established by the Uniform Classification and Compensation Act.

Appropriates $1,013,792 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $629,420 for regular salaries, $222,386 for personal services matching, and $154,986 for maintenance, operations, conferences, travel, and professional fees.

Appropriates $7,000 from cash fund for operating expenses and $300,000 from the Alcoholic Beverage Control Fund for promotion, education, training, alcohol safety awareness, and enforcement activities.

Becomes effective July 1, 2018, with all disbursements subject to state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.
