Establishes a maximum of 1,477 regular employees for the Department of Finance and Administration - Revenue Services Division for fiscal year 2018-2019, with specified positions and salary grades.

Appropriates $98,846,385 from the State Central Services Fund for regular salaries ($50,909,232), extra help ($564,466), personal services matching ($19,150,237), overtime ($125,000), and maintenance and general operations ($27,522,450).

Appropriates $4,749,064 from the Commercial Driver License Fund for the Commercial Drivers License Program and $680,000,000 from the Individual Income Tax Withholding Fund for individual income tax and property tax rebates.

Appropriates funds for various tax refund programs: $200,000,000 for corporate income tax refunds, $1,500,000 for gasoline tax refunds, $20,000,000 for interstate motor fuel tax refunds, and $260,000,000 for miscellaneous tax refunds.

Authorizes the Director of Finance and Administration to employ certified law enforcement officers for building and grounds security, allow up to 221 temporary/part-time employees as needed, and transfer appropriations between refund line items with legislative notification, effective July 1, 2018.
