Establishes maximum of 75 regular full-time employees for Northwest Technical Institute for fiscal year 2018-2019, including 1 director, 2 assistant directors, 5 nurse instructors, and 30 career and technical faculty members.

Authorizes up to 135 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,757,448 from state funds, $270,096 from federal funds, and $3,392,788 from cash funds, totaling $9,420,332 for personal services and operating expenses.

Permits instructional staff and 10 extra help positions to earn up to $75 per clock hour for noncredit teaching or $550 per semester hour for courses beyond the teaching load, limited to 150 clock hours or 9 semester credit hours per school year for private industry-funded courses.

Restricts "Extra Help" employees to 85% of comparable position maximum annual salary and limits employment to 1,400 hours per fiscal year.
