Appropriates $270,726 to the State Board of Barber Examiners for the fiscal year ending June 30, 2019, including $155,132 for regular salaries, $10,802 for extra help, and $55,592 for personal services matching.

Establishes a maximum of 4 regular employees: a Board of Barber Exam Secretary (GS07), Administrative Specialist III (GS04), Board of Barber Exam Inspector (GS03), and Administrative Specialist I (GS02).

Authorizes up to 1 temporary or part-time employee as "Extra Help" at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Requires the State Board of Barber Examiners to obtain review and approval from the Legislative Council or Joint Budget Committee under § 10-3-309 before establishing any rules, regulations, or policies.

Prohibits the State Board of Barber Examiners from denying applications for new barber colleges based on geographic proximity to existing barber colleges.
