Appropriates $9,944,734 to the Arkansas Public Service Commission - Utilities Division for fiscal year 2018-2019, including $5,565,686 for regular salaries, $1,717,779 for personal services matching, and $998,000 for professional services.

Establishes maximum of 89 regular employees and 6 temporary/part-time employees for the Utilities Division with specified salary grades ranging from GS03 to SE03.

Appropriates $1,728,692 to the Tax Division for fiscal year 2018-2019, with maximum of 15 regular employees and 5 temporary/part-time employees, including $400,000 contingency funding.

Appropriates $975,539 to the Pipeline Safety Program for fiscal year 2018-2019, with maximum of 10 regular employees and $1,000,000 general contingency appropriation to the Public Service Commission Fund.

Authorizes the Director of the Public Service Commission to request Governor and Chief Fiscal Officer approval to transfer contingency appropriations for unforeseen conditions, subject to prior review by the Arkansas Legislative Council or Joint Budget Committee.
