Appropriates $6,865,813 from the School for the Blind Fund Account for the Arkansas School for the Blind's state operations for fiscal year 2018-2019, including $3,883,039 for regular salaries, $1,368,103 for personal services matching, and $1,173,656 for operating expenses.

Appropriates $711,334 from federal funds for federal operations, including $36,192 for regular salaries, $277,712 for operating expenses, and $85,000 for capital outlay.

Appropriates $474,508 from cash funds for operating expenses and special maintenance, and $223,024 for purchasing and shipping Braille and large print textbooks to blind and visually impaired students in public schools.

Authorizes a maximum of 105 regular employees and 17 temporary or part-time employees, with specific position classifications and salary grades established.

Appropriates $200,000 from cash funds for demolition and environmental cleanup of an Easter Seals Arkansas building formerly on school grounds, and permits salary adjustments to meet minimum compensation schedules established by Act 74 of the 2nd Extraordinary Session of the 84th General Assembly.
