Establishes maximum of 44 regular employees for the Oil and Gas Commission for fiscal year 2018-2019, including positions ranging from Oil & Gas Director to Administrative Specialists across various grade levels.

Appropriates $5,134,396 from the Oil and Gas Commission Fund for personal services and operating expenses, including $2,098,377 for regular salaries, $704,505 for personal services matching, and $987,797 for operating expenses.

Authorizes up to 10 part-time or temporary "Extra Help" employees at rates not exceeding those provided by the Uniform Classification and Compensation Act, with $100,000 appropriated for this category.

Appropriates $200,000 for refunds and reimbursements and $2,500,000 from the Abandoned and Orphaned Well Plugging Fund for well plugging program expenses.

Permits the Oil and Gas Commission to request transfer of up to $2,000,000 per year from the Oil and Gas Commission Fund to the Abandoned and Orphaned Well Plugging Fund, effective July 1, 2018 through June 30, 2019.
