Establishes maximum of 9 regular employees for the Arkansas State Board of Public Accountancy for fiscal year 2018-2019, including an Executive Director (GS12), IT Manager (IT05), 2 Investigators (GS10), Fiscal Officer (GS06), and 4 administrative staff positions (GS04-GS02).

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,196,561 in total funding from cash funds for fiscal year 2018-2019, including $432,149 for regular salaries, $35,000 for extra help, $144,606 for personal services matching, and $220,662 for operating expenses.

Requires all disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other state fiscal control laws.

Effective date is July 1, 2018; approved February 21, 2018.
