Establishes a maximum of 161 regular full-time employees for Arkansas School for the Deaf for fiscal year 2018-2019, with positions ranging from Superintendent (Grade SE01) to various support staff (Grade GS01).

Authorizes up to 55 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $10,245,523 for State Operations including $5,749,326 for regular salaries, $2,166,610 for personal services matching, and funds for maintenance, operations, conferences, and travel.

Appropriates $660,018 in federal funds and $390,000 in cash funds for additional personal services and operating expenses.

Permits summer school compensation up to 1/12 of annual salary per month worked and special allowances up to $3,500 per school term for additional duties such as coaching sports, sponsoring clubs, or providing interpretive services; effective July 1, 2018 through June 30, 2019.
