Establishes a maximum of 30 regular employees for the Arkansas Spinal Cord Commission for fiscal year 2018-2019, including 1 Executive Director, 7 Certified Vocational Rehabilitation Counselors, 9 Rehabilitation Counselors, and support staff across various pay grades (GS03-GS12).

Appropriates $2,718,733 from the Miscellaneous Agencies Fund for state operations, including $1,045,577 for regular salaries, $372,052 for personal services matching, $219,888 for operating expenses, $261,610 for long-term attendant care, and $772,000 for the spinal treatment program.

Appropriates $34,500 from federal funds and $50,000 from cash funds for maintenance, general operations, conferences, travel, and professional fees.

Appropriates $498,779 from cash funds for the Trauma Advisory Council operations, including $133,077 for regular salaries, $46,903 for personal services matching, and $190,445 for rehabilitation hospital assistance grants.

Permits transfer of any state appropriation savings to the Spinal Treatment Program with approval from the Department of Finance and Administration; effective July 1, 2018 through June 30, 2019.
