Establishes a maximum of 3 regular employees for the Arkansas Manufactured Home Commission for fiscal year 2018-2019: one director (Grade GS08), one housing specialist supervisor (Grade GS05), and one housing specialist (Grade GS04).

Appropriates $237,722 from the Manufactured Home Standards Fund for personal services and operating expenses, including $118,990 in regular salaries, $42,144 in personal services matching, and $76,588 in maintenance and general operations.

Appropriates $225,000 from the Manufactured Housing Recovery Fund for operating expenses ($40,000), refunds and reimbursements ($50,000), and claims ($135,000).

Requires disbursement of funds to comply with state fiscal control laws including the State Procurement Law, General Accounting and Budgetary Procedures Law, and regulations from the Department of Finance and Administration.

Effective date is July 1, 2018; approved February 21, 2018.
