Appropriates $53,562 to the Arkansas Abstracters' Board for the fiscal year ending June 30, 2019, funded from the Arkansas Abstracters' Board Fund.

Establishes one full-time position of Abstractors Board Secretary General (Grade GS02) with regular salary funding of $8,927.

Allocates $25,000 in professional fees for contracting independent or private investigators to perform investigative tasks as required by law, prohibiting board members from conducting investigations.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Becomes effective July 1, 2018 and was approved February 21, 2018.
