Appropriates $14,341,229 to the Arkansas Department of Health for tobacco prevention and cessation programs for fiscal year 2018-2019, payable from the Prevention and Cessation Program Account.

Establishes maximum of 34 regular full-time employees including positions for a senior physician specialist, registered nurses, epidemiologist, health program specialists, and administrative staff with specified salary grades.

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act, with $50,000 appropriated for this purpose.

Prohibits advertising for tobacco prevention or reduction from including names, voices, or likenesses of elected officials or their immediate family members.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund to provide state matching share for Medicaid breast and cervical cancer screening and treatment services.
