Establishes a maximum of 6 regular employees for the Health Services Permit Agency for fiscal year 2018-2019, including a Director (Grade SE01), Business Operations Manager (Grade GS08), two Health Program Specialists (Grade GS06), Planning Specialist (Grade GS06), and Administrative Specialist II (Grade GS03).

Appropriates $508,293 from the Miscellaneous Agencies Fund Account for the agency's operations, including $300,275 for regular salaries, $107,350 for personal services matching, and $78,127 for operating expenses, $2,274 for conferences and travel, and $20,267 for professional fees.

Authorizes carry-forward of unexpended fee and fine revenue from Arkansas Code 20-8-103 et. seq. into the next fiscal year, subject to written justification to the Department of Finance and Administration and reporting requirements to the Arkansas Legislative Council by September.

Requires compliance with state procurement, accounting, budgeting, revenue stabilization, and salary procedures laws, and specifies that funds must be used consistent with stated legislative intent documented in budget manuals and committee minutes.
