Establishes one regular full-time employee position (Opticians' Board Secretary Treasurer) at Grade GS03 salary for the Arkansas Board of Dispensing Opticians for fiscal year 2018-2019.

Authorizes one part-time or temporary employee ("Extra Help") to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates a total of $48,328 from the Board of Dispensing Opticians' Fund for fiscal year 2018-2019, including: regular salaries ($14,981), extra help ($1,200), personal services matching ($8,047), operating expenses ($17,900), professional fees ($6,000), and refunds/reimbursements ($200).

Requires all fund disbursements to comply with state procurement, accounting, budgeting, revenue stabilization, and salary procedures laws, and with Department of Finance and Administration regulations.

Becomes effective on July 1, 2018.
