Establishes 11 regular employees for the State Board of Pharmacy for fiscal year 2018-2019, including a Director (Grade MP08), Assistant Director (Grade MP07), 3 Pharmacist Inspectors (Grade MP06), General Counsel (Grade GS13), Chief Fiscal Officer (Grade GS10), 2 Administrative Analysts (Grade GS06), Database Coordinator (Grade GS05), and Administrative Specialist III (Grade GS04).

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,745,406 for operations including $880,914 for regular salaries, $16,000 for extra help, $254,387 for personal services matching, $486,985 for operating expenses, $29,120 for conferences and travel, $25,000 for professional fees, $3,000 for refunds/reimbursements, and $50,000 for the Impaired Pharmacist Program.

Appropriates $50,000 to transfer to the University of Arkansas for Medical Sciences College of Pharmacy for pharmacy student loans and $275,000 in grants to Arkansas colleges of pharmacy for student loans and scholarships.

Permits the Director to request warrant transfers of up to $50,000 from available Board funds to the University of Arkansas for Medical Sciences for additional student loans if needed during the fiscal year.
