Establishes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2018-2019, including 1 mansion administrator (GS14), 1 special assistant II (GS11), 2 management special assistants (GS10), 2 management assistants (GS09), 2 administrative assistants (GS08), and 2 housekeeper supervisors (GS03).

Authorizes up to 4 part-time or temporary "Extra Help" employees at rates of pay consistent with the Uniform Classification and Compensation Act.

Appropriates $1,329,170 from the State Central Services Fund for fiscal year 2018-2019, including $573,722 for regular salaries, $12,000 for extra help, $181,618 for personal services matching, $100,000 for annual maintenance, $60,000 for allowance, $201,830 for operating expenses, and $200,000 for utilities.

Appropriates $500,000 from the Arkansas Governor's Mansion Cash Fund for expenses related to the Grand Hall, mansion, and grounds.

Requires the Chief Fiscal Officer to transfer any excess in the Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund at each fiscal year end, effective July 1, 2018 through June 30, 2019.
