Establishes maximum of 104 regular employees for the Department of Education - Educational Television Division (AETN) for fiscal year 2018-2019, with positions ranging from Director (Grade SE02) to Administrative Specialist II (Grade GS03).

Appropriates $5,579,780 for State Operations, including $3,601,793 for regular salaries, $8,800 for extra help, and $1,150,208 for personal services matching.

Appropriates $8,228,476 for Cash Operations, including $1,213,131 for regular salaries, $366,930 for extra help, and $447,899 for personal services matching, plus $5,343,973 for operating expenses.

Authorizes 5 temporary or part-time "Extra Help" employees for State Operations and 46 temporary or part-time employees for Cash Operations, payable at rates not to exceed those in the Uniform Classification and Compensation Act.
