Establishes 64 regular employees for the Arkansas Development Finance Authority for fiscal year 2018-2019, including 1 Executive Director (Grade SE03), 1 Director of Student Loan Authority (Grade SE01), and 5 Deputy Directors (Grade GS14), plus various finance, program, and administrative staff at specified salary grades.

Authorizes 5 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act for the 2018-2019 fiscal year.

Appropriates $30,200,423 for operations including $3,520,926 for regular salaries, $1,102,787 for personal services matching, $725,458 for operating expenses, $6,600,000 for housing rental assistance grants, $16,341,215 for HUD HOME Program, and $1,400,000 for federal housing programs.

Appropriates $15,475 for the Arkansas Housing Trust Fund Advisory Committee and $3,778,952 for the Student Loan Authority Division, bringing total appropriations to $34,094,850.

Requires HUD HOME Program disbursements to comply with the State of Arkansas Consolidated Plan and U.S. Department of Housing and Urban Development regulations; effective July 1, 2018.
