Establishes a maximum of 3 regular employees for the Arkansas State Board of Architects, Landscape Architects, and Interior Designers for fiscal year 2018-2019, including one executive director (GS12), one administrative assistant/office manager (GS07), and one administrative analyst (GS06).

Appropriates $405,951 total for personal services and operating expenses, consisting of $178,887 for regular salaries, $59,941 for personal services matching, $154,423 for operating expenses, and $12,700 for conferences and travel.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations promulgated by the Department of Finance and Administration.

Specifies that funds must be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget materials and official legislative minutes.
