Appropriates $19,528,231 from the State Central Services Fund for personal services, operating expenses, Capitol grounds improvements, special maintenance, and election expenses

Authorizes 45 temporary or part-time "Extra Help" employees at rates not to exceed the Uniform Classification and Compensation Act

Appropriates additional funds for Help America Vote Act state match ($415,000), Capitol Grounds Monument/Memorial Preservation ($34,948), County Voting System Grants ($34,500,000), and Arkansas Video Service Act ($25,000)

Permits the Secretary of State to transfer appropriations between Operations line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee
